As a sophomore, Mulligan was elected team co-captain of the Cathedral Latin sophomore football team, leading receiver, and leading scorer. That team finsihed the season 6-1.

As a junior, the Lions won the East Senate and played Holy Name in the Charity Game. Mulligan played defensive end and receiver in the Charity Game - the only junior to play two ways. The next season, he started every game both ways and was awarded "Lineman of the Week" for the East High and Benedictine weeks.

Terry was recruited by several major college football programs, ultimately accepting a full scholarship from the University of Iowa. In 1964, he broke the starting lineup as a defensive end against Michigan. The next season (1965) Terry started every game and Iowa was a pre-season #1 team. His senior year, Terry was third in tackles for the Hawkeyes and was named a defensive captain.
